XU Kai, male and Han ethnicity, is a member of the Communist Party of China and holds a doctoral degree.

XU Kai started to work in August 1995 in the Department of Foreign Trade and Economic Policy and Development of the Ministry of Foreign Trade and Economic Cooperation (MOFTEC). Then, he worked successively in various organizations, including the Consulate General of the People's Republic of China in New York, the Department of Foreign Trade Management of MOFTEC, China International Center for Economic and Technical Exchanges, Laoshan District Government of Qingdao City and the Secretariat of Boao Forum for Asia.

Currently, XU Kai is Vice President (Deputy Director General) of the Academy for International Business Officials of the Ministry of Commerce, the People's Republic of China.
