Main Responsibilities

The Academy for International Business Officials, MOFCOM (abbreviated as AIBO), is a public institution for education and training directly under the Ministry of Commerce of the People's Republic of China.
Founded in 1980, the Academy is located on the banks of the Wenyu River in Changping District, Beijing. The campus covers an area of over 33 hectares. Its main business scope and service areas include:

Conference Services
In 2008, the Academy renovated and expanded the former China International Trade Training Center for the Asia-Pacific Region to establish “AIBO Garden”, which is entrusted to Guomao Property Hotel Management Co., Ltd. for operation and management in accordance with four-star standards. Boasting a pleasant environment and comprehensive facilities, AIBO Garden features 23 meeting venues, including an international lecture hall with a capacity of 400 guests. With over 400 guest rooms, the facility accommodates up to 1,000 participants for training or conferences, while offering dining services for 600 guests in both Chinese and Western cuisines. The Recreation Center is equipped with a fitness gym, karaoke lounge, and billiards room. Beyond the center, the campus boasts an indoor standard swimming pool and a distinctive hot spring spa. For outdoor activities, guests have access to a standard all-weather track and field stadium, as well as basketball and tennis courts. Having attained both “ISO 9001 Quality Management System Certification” and “ISO 14001 Environmental Management System Certification”, AIBO Garden is a designated venue for conferences held by central and Beijing municipal Party and government organs.

Party School (Civil Servant Training)
The Party School of the CPC Committee of the Ministry of Commerce is situated at the Academy. It offers advanced study programs with student enrollment in spring and autumn each year. Trainees are mainly division-level leading cadres who are Party members from the Ministry and its directly affiliated institutions.
Implementing the ISO9001 quality management system, the Party School has successively received honors conferred by the Party School of the CPC Central Committee and the Branch School of the Party School for Central Government Agencies.

Foreign-aid Training
Foreign-aid training constitutes an important part of China’s foreign aid. As the national comprehensive base for foreign-aid training, the Academy for International Business Officials (AIBO), under the leadership of the Ministry of Commerce (MOFCOM) and the China International Development Cooperation Agency (CIDCA), undertakes the overall coordination and administration of national foreign-aid training programs, as well as the implementation of selected foreign-aid training projects. Adhering to the assistance philosophy of “teaching people how to fish rather than giving them fish”, foreign-aid training shares China’s development experience and practical technologies with other developing countries through international human resources development cooperation, volunteer services and other means. It helps developing countries nurture professional talents and strengthen their self-generated development capacity, yielding sound comprehensive results.
